C. Scott Penner, a principal, joined the firm in 1989. Mr. Penner serves on Carney's Board of Directors and is the Director of the Litigation Department.
Mr. Penner practice emphasizes construction law, design professional defense and insurance coverage litigation. He advises both shipyards and public agencies on state and federal marine procurement projects. Mr. Penner is admitted to practice in the states of Washington and California and the United States Court of Federal Claims.
